The Chairman of the Board of Directors of Asharqia Chamber, Abdulhakeem Al-Khalidi, expressed his sincere gratitude and appreciation to the business sector in general and the contracting sector in particular for the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud. He expressed his thinks for the decision of the Council of Ministers with the exception of the existing government projects or whose bids were opened prior to the issuance of the Council of Ministers' Resolution No. (197) dated 23/03/1438. It is regarding the imposition of monthly fees on expatriate labor, and the formation of a committee in the Ministry of Finance, with representatives from the Ministry of Commerce and Investment and the Ministry of Labor and Social Development.  Also, it is about taking into consideration the views of the Saudi Contractors Authority and the Council of Saudi Chambers to lay the foundations, controls, requirements, and mechanisms for the Ministry of Finance to compensate enterprises that have concluded contracts with the government before that date. It includes the enterprises that submitted bids for projects opened bids before that date and was anchored on them, and subsequently entered into contracts with it without altering the cost resulting from the implementation of the aforementioned of the Council of Ministers' decision.

Al Khalidi appreciated the great interest paid by our wise leadership to support the Saudi business sector in recognition of its importance of the role in the national development and realizing the vision of the Kingdom 2030.

Khalidi stressed that this decision involves faith and confidence in the significance of the growing role that is expected to be addressed by the national contracting sector. He was keen to address the challenges facing the Saudi contractor to be a key partner and an active player in the development system.

In addition, he pointed out that the impact of these decisions would be remarkable in terms of competitiveness of the contracting sector, and ease the financial burden incurred. It would strengthen its role and responsibilities towards the country, and keep pace with the movement of the development of the Kingdom and the implementation of infrastructure projects in the way we all seek.
